When a vessel suffers Hull damage you may discard this card to add one "over heat" counter to it. You may play no more than X "Over Heated" cards at this time, where X is the amount of Hull damage suffered by that vessel in this event.

description:
If a vessel possesses 10 or more over heated counters at End of Round it is destroyed. Play this card at the time damage (effect damage or combat damage) is inflicted. This card does not require you to select a vessel, so it does not “target” that vessel.

You do not have to be the one who inflicts Hull damage in order to play this card.
