You may use this effect any number of times while this card is face up in your tier.

description:
For the remainder of the turn (meaning, this card works best if played in tier 1) you can cause any attacks to miss the vessel which played it as long as you pay this card's cost for each of those attacks. If a vessel played "Miss" but is disabled for any duration during the same turn the effect of "Miss" is no longer available for that duration.
